Perkins IV

The Carl D. Perkins Career and Technical Education Act of 2006 calls for increased accountability and strategic investment of Perkins resources. The Perkins IV Act will be in place from 2008-2013.

In response to the Perkins IV Act, Oregon will be developing CTE programs into Programs of Study. Programs of Study have the following elements:

Standards and Content

  • Oregon Skill Sets or other industry standards serve as CTE Standards
  • Lead to a high wage, high skill, or high demand occupation
  • Incorporate the Oregon Diploma Requirements (Essential Skills, Extended Application, etc)
  • Align with Oregon's academic standards at the secondary level or General Education requirements at the community college level

Alignment and Articulation

  • Develop pathways from secondary to postsecondary including university level
  • Move towards alignment and articulation based on standards, skills, and outcomes
  • Align exit and entry requirements for programs
  • Explore models/methods to provide a "package transfer" of credit

Accountability and Evaluation

  • Programs meet state approved levels of performance on Core Indicators
  • Every program includes a 3rd party, valid, reliable assessment of technical skill attainment
  • Assessments measure against technical skill standards

Professional Development

  • No less than 10% of funding must be directed toward Professional Development
  • Professional Development must be high quality, sustained, focused on instruction, and increase the knowledge and understanding of industry standards
  • Encourage applied learning that contributes to the academic and CTE knowledge of students

Student Support Services

  • Incorporate and integrate career guidance with academic advising
  • Ensure personalized curriculum
  • Provide students with relevant career related learning experiences, student leadership opportunities, cooperative work experience and access to opportunities for careers that are nontraditional for a student's gender
